WIP -- Transload Siding (Set)

This will be a set of modules using our "Yellow Passing Siding" standard. Within the siding will be a transload site based on the one I saw used by Safety Kleen Systems in Johnstown PA.
Set Membership:
The far right side of the siding will also allow access the the Wahl's Scrap Iron & Metal spur.
